My suggestion would be:
* Remove GP points from Theater Square buildings
* Add GP point to Campus district itself and to Campus project (could flavorfully rename the Campus and associated project)
* Allow this civ to use GP at a Campus, and if so the city becomes a Holy City and that Campus generates Holy City tourism and religious pressure
That way you can actually open Campus INSTEAD of Holy Site and still compete for a religion. You might still want Holy Sites later to make use of the religious beliefs.
I am aware of the highly competitive nature of religion, which is why I balance my historic civilizations according to my Civ VI Deluxe mod, it adds a very large selection of pantheons and religious beliefs while also increasing the maximum amount of religions according to map size. In hindsight, always playing modded has numbed my senses to the natural competitiveness of Great Prophets in the game. I think I will give Salome Alexandra a new trait featuring a city project, this you have inspired in me. As for triggering a Prophet on a Campus, I will consider that for a new civilization in the future.

My suggestions:
* Changing the spawn Bias to focus more on Plains and Plains hills terrain, similar to Herod's Judea, as it will bring more production tiles options for the civilisation.
* I don't find the +1 Gold on Pastures and farms much use, however if that could be replaced with +1 Production, it would significantly improve the game play in my opinion.
* Changing the capital building to look the same on the Phoenicians use (same model as Herod and Bibi use for theres, because lets be honest, aesthetics matter and resembles the look of the 2nd Temple)
* I am a bit conflicted with the Maccabees unit, as it is only purchased through faith but also has its unique promotion tree, I will be honest I have not had much use of it due to the nature of how my games go, I feel like the better change for it is to make it replace the Swordsman, however make it require no Iron as a resource, have it remain with the standard promotion tree as other melee units of it's kind. Otherwise, the ability to be bought with faith is neat and its additional combat near campuses and spread of religion upon killing an enemy unit are great. (I would suggest visually having it appear similar to Phoenician swordsman other than the Greek model)
* Currently the civilisation uses Roman Architecture for its buildings, I would suggest changing it to either Phoenician or Greek (as you mentioned, they have been Hellenzied by that point of time).
* in regards to the city names of the civilisation, I'm a bit confused as they're not familiar to me what so ever compared to those of Romano-Judeo or modern Israel. I'm hoping those can be changed to those which are mentioned here:

* I absolutely love the art style on Herod I & 'Bibi' on the other Israel mods, and would love to see Salome receive the same treatment if possible.
Otherwise, all I can say is thank you so much for adding these Civs into the game and working on them, I genuinely never understood why Civ games never had any Judea / Israel civs in game and these are fantastic and always a joy to play.
