Reworked the Synthetic Resource Focus policies. Now the policy is the more general: Resource Efforts with the options of Synthetic Fuel Focus, Alternative Materials or Scrap Drives. This change allows me to remove the 'buildings' file from the original mod which gets rid of a ton of different incompatibilities with other mods that add or modify buildings.
This was done specifically due to the building file from this mod conflicting with the one from Great War Redux [Beta], creating a funny bug where everyone in the world started out with the ability to make nuclear reactors. The AI loved to build them too! No longer an issue from my testing now.
