i fixed guys. i deleted mod files then i resubed the mod and it fixed

Neox has the correct fix. Your issue is caused because steam workshop has issues downloading and installing large eu4 mods. The only way to fix it is to keep reinstalling until it works. Sorry that that has to be the answer.
