Cheap capital developement
It is possible to raise the developement so much that you get developement prices like under 20 monarch points for one developement in your capital.

Provinces like Pentos get really extreme with this.

easy to fix though, either delete the capital reduce bonus or implement a slight cost for every developement in a province.
