Turn order

Automatic turn order tracking doesn't seam to work for me. I'm playtasting the game on hot seat mode with 2 players. Turn order switches between 1st and 2nd player. It supposed to be 1-2-2-1 and then 2-1-1-2 and so on. What am i doing wrong?

I can confirm the automatic turn order is not implemented in the mod
