More concise heroes, or am I getting this wrong

Hi. Could it be, that the heroes popping in this mod are of overall better "quality" than in the standard game. I have not had any inferior heroes at all so far, for example have gotten shock tactics and zero slots, and I am playing Madrid scenario right now. Or just good luck once?

Seems to be luck. I tried 3 times the Spanish campaign because i'm not satisfied with the heroes i get (e.g.: aiming assist 10%, never give up, first aid, cheap repair and so on). Now near the end of 1939, i have 1 double attack and 1 zero slots, rest is pretty useless.
