Isn't there a conflict between Automatic View Distance and Perceptive ?

As Perspetive will increase View distance (for instance when Scoped or Focused) and Automatic View Distance will try to reduce it if this lowers the FPS below the set threshold ?

Should one be loaded before the other to make them work together best ?
