I think New York State should get a focus tree because it has a lot of potential, and should be covered just as much as NYC, Texas, California, Maryland, etc.
Ideas: "Institute The Albany Reforms" where it splits into different paths. In one nationalist/imperialist path, NY has a chance to annex NYC, either by support for the annexation or force. It could also build up it's navy in NYC, like in a "The Manhattan Angels" focus. In a communist path, it could have a "March On Albany" focus that makes New York enter a communist civil war, and NYC might break away. For industrial focuses for NY, I suggest "Utilize The Erie Canal" which can grant civ factories along the Hudson river.

Back to the nationalist path, it could split into it's own subpaths where you can go nationalist or imperialist. There would be multiple focuses in the imperialist and nationalist paths to justify war goals in the northeast, or one that's like "Stomp Down On Jersey".

For the democratic path, I think New York setting up the "Northeast Defense Pact" would be good, inviting it's neighbors. This could also result in decisions to annex New England into a northeast union.

Overall, there is a lot of things you can do with New York, not just the city.

Maine should also have a focus tree to try and subjugate New Brunswick and Nova Scotia, forming a northern empire. Maybe emphasize that Maine is known for it's lobsters? Maybe green-water navy focuses so that Maine can secure the lobster trade and other materials.
Perhaps it could even turn to decisions about border disputes between Quebec and Maine.
