Since I got this mod, I was able to play cities without building a water network. I accidentally subscribed to an old mod today, and loaded my city, and the Game Anarchy feature that turned off water pipe requirements had failed. My entire city was covered with icons for no water and no power. I have since deleted the mod in question but the problem remains.
