As with any weapon, bouncing ideas is a fun mental exercise!

Here's my serve:
The Expedite Rule
+ Right Click: Throw a ping pong ball projectile. Projectile deals 10 damage on hit and has similar physics to Wrap Assassin baubles.
+ 50% faster firing speed (0.25s attack interval down from 0.5s)

- 66% damage penalty (12 damage down from 35)

The Expedite Rule with these stats is different from the Sandman or Wrap Assassin by not having any cooldown meter tied to throwing balls; You can use secondary fire as often as you want, but the projectiles themselves are merely mediocre damage dealers.

I was thinking faster recharge rate but less damage for the projectile

75% faster recharge rate

35% slower projectile
65% less damage

Alt-Fire: Launch a ping pong ball that bounces off victims, gain mini-crits for up to 5 seconds when the ball is caught. Long distance catches grant a single critical strike, as well as the mini-crit boost

-67% damage penalty
-100% decrease in recharge rate

(mini crit duration increases depending on how far you catch the ball)

+Alt-fire: Launch a ball that deals X amount of damage on hit, and bounces off surfaces 1-2 times, which also causes the damage to increase

It can be airblasted by an enemy pyro, but if you time it right you can hit it back again with your tennis racket

You have an extra ball, and each ball uses half of your recharge bar

Pros
Alt fire: Launch a ball that bounces back towards the wearer
20% faster projectile speed

Cons
50% slower firing speed
+5 projectiles (1=10 dmg)
+10 movement speed
-30 dmg penalty
-have to reload balls on ammo packs not automatic

The Expedite Rule
Level ??? Paddle

Hit a ball to stun your enemies for 5 seconds, long distance hits reduces stun duration
-no random crits

basically I made the paddle into a secondary since the paddle itself is kinda too small to do any damage... hmm combine this with the wrapped assassin and you essentially have a reverse pre-Nerf sandman/Guillotine.
