Storage Districts and Solutions Compatibility

I think, a good idea to add compatibility for this modification. So I can buld storage district and must have posibility can add some resources into my planet inside storage. Some small patch needed.

Some new things. If u add patch and negative empire modifier that proportionately reduce empire storage capacity we catch new mechanic resource transfer between empire's. If I loose colony with my resources - I loose my resources automatically unless I get my colony back.
