It's safe to use the Steam Version of the modification, the only problem with it is, that it sometimes plays wrong VO files when interacting with locked doors for example or that there is no VO at all when interacting with something. Tbh I really don't know what causes this problem, must be a problem with the Gothic 2 Steam Workshop Mod-Launcher, cause everything works perfect when using the exact same Velen files from the Steam Workshop but without Steam and the new Mod Launcher, but that's the only known problem with the Steam Workshop version so far.
For the performance issues: You should definitelly install the latest version of the Gothic 2 Systempack, but it should normally already be included in the Steam version of G1 and G2. Never heard of that Steam fix that you are mentioning so far tbh do I can't say anything about it. Are you also using any other Patches / Mods at the same time?
If you are only having performance issues with Velen itself, I can tell you that this mod really is a bit unoptimized which was caused by lacking experience back in the days. There are many things that I would make completely different today, but sadly I don't have the time and also not the motivation for rewriting a big part of the code. However, it normally shouldn't be unplayable. It could be that you see a ~40 fps framerate sometimes, especially when playing without the D3D11 Renderer, but that shouldn't be the case that often. If you also have performance issues in other mods and even in the main game itself, you could try the following:
Open your Gothic.ini which is located in your Gothic 2 / System folder and open it with a Editor. There you search the entry "zStartupWindowed" and set the value from 0 to 1. Then you open the Systempack.ini which is also located in the same folder, in this file you change the value of "borderlessWindow" to 1. Don't forget to save both files after you've done the changes.
Also I would recommend you to install the newest version of Union (which should also be available here in the Workshop; It replaces the Systempack, as you already mentioned and it also allows you to use Union Plugins if you want), I'm not sure if the Steam Fix already includes that version. Also you could again try do "install" the 4GB patch manually, especially when using the renderer.
