Does this Mod Make the AI factions heroes more powerful too?

I'm not sure how much the game is simulating when it comes to rivals and allies generals. Are they also receiving and spending double skill points, or does it just boost my own characters?

for everyone but this is good since the AI does not know how to spend skill-points well having more means they don't need to and makes things more interesting
