This man is impersonating a well renown youtuber & mapper. the workshop Item is spam and downloading it installs malware, viruses and trojans.

While you're right it's not him, you do not need to spread false information about the map. Following Danny's thread, it is shown that the map script files themselves are clean. The person who released this map most likely did it out of annoyance at the map being delayed again.
