Is it possible to give different special/rare limitation for each factions?

for example, giving skaven factions 15 special points limit.

the objectiv of this mod is to balance armies. Skaven mechanics are already over power in game. why will us over size the number of skaven rare regiments in theirs armies ? specially with a mod name tabletop cap and not "skaven overkill" ? :)
