Can you clarify it? I tried that mod and I can build terrains in the building tab. What's the expected behavior?
When removing your .dll file, the Terraform tab works as expected.
Can you link me a Hugslib log? You can get it in game via Ctrl+F12.
I tried to upload and even tried to copy the logs to the clipboard, but it is for whatever reason not working. Upload fails and clipboard stays empty.

I am running the GOG version, so no clue if it has to do something with that, as there are no steamAPI connections for that feature?
Regardless of that, I will show you the mentioned populated gizmo without terraform being researched at all. It is just a small inconvenvience, that it started acting weirdly.
