For me, the balance of Judgment comes from its shockwave radius. It's actually so strong that if you wrongfully place it near engaged units of your own, you can end up decimating them as well just from being near the vicinity of the spell. So you gotta balance it between being able to kill off or cripple a single unit or maximize your chances by bunching them up using a unit or more as an anvil and risk them getting blown up as well in the process depending on how well you place your spell.
As for the nerfs, I think reducing it to 2 uses was sound enough as that puts it on the same level as other strong bound spells. The lightning damage reduction also shouldn't hurt the spell overall too much since most of the damage comes from the explosion which I haven't tweaked.
