Because why?
1: Description. "You can ruin a fancy dinner party from the other side of town."
2: This one seems to have a bigger,larger and heavier (that's what she said) case and barrel (..wait) so it will be harder to raise gun and bolt it.
3: In TF2 food heals people. "You can ruin a fancy dinner party from the other side of town."

some maps dont have a way for sniper for snipe 25 meters

Everything looks fine except the Crits and Close Range missing,

About the Crits: I find range restricted rifles stupid, if snipers wanna battle rifle, let them battle rifle.

about the Close Range: Making your skill/luck be outdone by Game coding is bad, if you score a point blank headshot on a Scout meleeing you, let you have that, not let chance decide if you hit that scout, its like those JRPG games that say 50% Chance to hit... Let hitting be skill based

Sure, unique, but really bad for the sniper, especially considering most maps aren't that large without objects getting in the way, and the sniper can already do that. Decreased firing speed is also bad, considering this weapon uses a clip. 50% more dmg vs players being healed is helpful, but really out of place considering all the other stats. And most likely, when at close range and scoping, you're going to miss, as most targets are faster than your mouse sensitivity.
