Short story - For those of you that hate that by turn 12 there are only 200 of the 272 factions at the start of Immortal Empires this is the mod for you.

Long Story -
CA needs to take note of this. 1) It makes settlement battles more varied as hardly no two settlements have the same garrison make up. 2) It makes most Capitals actually survive so that you can't steamroll every faction. Play with DEI in Rome 2 still, having buildings provide garrisons by far makes the map more interesting and challenging. Before subscribing to this even guarded settlements were falling to single stack starter armies in droves. Yes an unguarded minor settlement should get steamrolled regardless, but entire Elector States and several other noteable, however minor, factions were being killed off by turn 8. Parravon was slaughtered by Broken Axe before turn 6. And with the neutral army and player focus non-sense you can't even seige Helmgart without Broken Axe charging in to free them. For those that can't take settlements at current garrison levels probably not for you. I spend a great deal of my gameplay defending the Empire as Karl Franz and this makes it possible to actually get to an Elector Count before they are wiped out in three turns.
