Otherwise, you will indeed need to bulldoze the old plant, and replace it by the new one. The transition will take a year for demand to pick up again. Not really a disaster, I believe.
I have left TF2 for what it is, since the developers are not interested in quality gameplay, but just nice graphics, easy clicks with instant results. It's their game, and if they want to make it a nice click-game for mobile phones and console players, so be it. I uninstalled the game because of the total lack of engagement by the developers to make it a better experience. They do not care about flagrant bugs. I reported several, and they do not care. So, I will not implements new stuff in this mod. I went on.... Sorry about this rant... ;)
