You keep court fees until you can remove them, either through a card effect or by paying them.
You pay your court fees when posting bail for leaving Jail (or when otherwise prompted by a card or space effect).
Most likely outcome is they just sit on your board until you get sent to Jail and are forced to pay them when reaching the end of the Jail board.
