Hello, it just happened to me today to place the mouse over an option to return from the radial menu of a trailer...

On the controller, when use "Smoke" – it always says "nothing to smoke" (i have cigarretes and lighter)

I also have the bug with "Nothing to smoke" and "Nothing to repair" when i have cigs and damaged weapon with repair material in my inventory.
