I can't craft the France carrying rig and I can't spawn it in (I have no conflicting mods)

The files are currently buggy. I named the .dat file wrong so the game doesnt find the item data. You can fix it yourself if you go to the fIles in the workshop folder of steam and change the .dat files name to match the folder in Bundles -> Items -> Vests -> Mercenary_rig_carrier_france. Works for singleplayer only, will be fixed in the next update.

how to get the spraycans it seems they dont really spawn on russia map
