Large City, "Not Enough Goods", Ext Connections
Was wondering if anyone had any suggestions about managing large cities (200,000+ population) and the Not Enough Goods To Sell issues that pop up because of problems with importing/exporting with external connections.

After a lot of troubleshooting with my "domestic" supply chain, I was still having a chronic problem of 30+ commercial buildings complaining about it. My discovering the Control 6 stat screen for External Connections in TM exposed to me the problem of many planes and trains being in the "Stuck" category. When I manually deleted each and every stuck vehicle, the "Not Enough Goods" problems reduced accordingly. But then subsequent to that, new planes and trains get hired and then stuck. I also noticed that at one connection my 'Owned" plane vehicles numbered over 1,000.

After discovering that huge number of planes, I used TMPE to remove all vehicles and the high num of vehicles (100s or 1000s) hasn't recurred. But there is still a steady number of stuck cargo planes, ships and trains. I set the distance sliders for the specific modes to 10 to eliminate planes and ships from being considered in matches, I destroyed my cargo airport, and one problematic connection I stopped importing/exporting totally.

I feel like i'm playing whack-a-mole with this city. Any ideas?

My vehicle limit percentage is in the high 80s to mid 90s percent.

Are you using warehouses to buffer imported goods for the commercial zones?

Yes. I have warehouses for commercial goods in nearly every tile (at one point in nearly every district). I did play around with constraining to "same-district only delivery" but that option didn't have much of an impact. I backed off having so many warehouses so i'm at the current level of having about one per tile on average.

I think my problem has to do with external connections and hitting some of the problems of the game design that mod usage has surfaced.

For instance I had my cargo airport in the outer most ring of tiles. (the tiles that border the true ends of the game area). I've read that cargo airports don't work properly in the outer ring. This might be why all my cargo plane import/exporting were malfunctioning and never materializing the commercial goods needed.

When I go through the manual effort of purging all the vehicles in the "stuck" status, all the commercial goods problems vanish immediately. (But they come right back as new matches are made to the same dysfunctional external connections)

I get moments of huge train congestion, so I've only recently come upon the concept of isolating external trains from the internal track network. I have yet to try that in this city.
