remove vanilla vehicles and auto-replace custom vehicles?
As Service vehicle selector 2 is marked incompatible, can we integrate custom vehicle spawn rather than default vanilla?

Yes you can do this with This mod. So far I haven't seen it is able to work with Disaster response vehicles as there isn't a vanilla vehicle selection button where you can set Random.

Most buildings can be controlled under the vehicles tab, where you can specify one or more vehicles, or none to leave it random. An alternative to SVS is apparently planned, so that may change more in the future.
