because the rebels are just regular people instead of synthesized military soldiers

i asked that question and apparently the guy just wanted to make better combine soldiers but doesn't want to be the "hey it's that npc a.i." guy

After playing around with this mod, the rebels don't have any chance against the Combine soldiers. Even simple encounters like a 6v6 they get decimated easily with almost no casualties on the Combine's part. I think this is sort of realistic to how it would be, but it's not very fun gameplay-wise. I think the rebels should also be revamped in their AI with this mod to at least give them a fighting chance

Rebels would have perfect accuracy at close-range, and decent accuracy at long range, so just a bit worse than the soldiers.

Rebels would always play more defensively. They don't attempt to flank the enemy and generally try to stand their ground instead of advancing, unless if the situation calls for it (Combine defending a location, for example. I believe base HL2 already has this assault behavior you can custom-code in maps, so just play off of that)

Medics are more defensive than regular rebels because they're high-value. They tend to stick in cover and only point out to shoot when necessary. They crouch run around and keep their head down when attempting to heal someone.

Rebels are untrained, and as such they have a chance to panic when everyone starts dying. When a squad is down to its last 1-3 people, any remaining survivors have a chance to start fleeing depending on how many people are left in the fight (1 survivor left will almost always flee upon taking damage, 3 survivors will have a moderate chance of one person fleeing if there's 5 or more enemies, etc.)
