I fixed ai not building MAA and stagnating
The problem is that AI is coded to only fund a percentage of income towards MAA since it also has to keep in mind the cost of raising levies.


Since levies have been removed this hamstrings the ai into perpetually staying way below their potential.

This can be cured by changing the following in
common\defines\ai\00.ai.txt

Lines 115 to 123

MEN_AT_ARMS_EXPENSE_MIN = 0.6 MEN_AT_ARMS_EXPENSE_IDEAL = 0.75 MEN_AT_ARMS_EXPENSE_MAX = 0.8 MEN_AT_ARMS_PRESTIGE_EXPENSE_MIN = 0.6 MEN_AT_ARMS_PRESTIGE_EXPENSE_IDEAL = 0.75 MEN_AT_ARMS_PRESTIGE_EXPENSE_MAX = 0.8 MEN_AT_ARMS_CHANCE_EXPENSE_BELOW_MIN = 1 MEN_AT_ARMS_CHANCE_EXPENSE_BELOW_IDEAL = 0.7


You can further tweak these values but keep in mind the ai also has to have a stable income to build buildings and as a backup (events/losing wars).

To ensure best results play with no mercenaries game rule.

What you did there is transfer all the money AI use for levy to MAA right ? So AI spend in total the same amount of money in the army ?
