Critical hits bleeding targets, dealing the remaining bleed damage in a single tick.
Considering that the only other way for Scout to deal bleed damage is either through the Wrap Assassin's bauble or the Boston Basher I think this would not only work great but be balanced as well, seeing as how there's skill needed in launching the bauble and incredible risk in using the Basher overall. The damage should be somewhere around where the flare gun is, so 30 plus the DOT of bleed, but given Scout's enhanced mobility perhaps it should be lowered just a bit. Maybe 25? that way the crit would be 75 plus bleed, adding up to 115 instead of the flare crit's 90 + fire of 130. Just saying if the old Sandman + Guillotine combo was OP then this shouldn't be a repeat. Then all that's needed is some nothing downside like less ammo in your reserve and I think you'd be set.
[-] Can only hold one shot at a time (wasn't sure how to translate this into a stat, but basically it functions similar to a flare gun)

Basically, this trades your secondary weapon/utility for a weapon that can be used in tandem with your scattergun for quick kills if you're smart about it. The gravity thing is to prevent spamming from across the map because that would get really annoying really quick, and the damage vulnerability downside is just a balance thing. Let me know if anyone has any other ideas for balancing this weapon!

I'd also add some stats, let's say
+20% damage on bleeding targets
+Ability to use medic syringes as ammo
-40% healing from mad milk

Overall, pretty good though.
