STATS SUGGESTION THREAD
My idea is to make it a weapon that does more damage, but it fires projectiles instead of bullets. I can't think of the stats, hopefully the comment section will help.

you think -can't refill ammo from dispensers be kind a pointless, only if this is only on scout because you don't always see scout mains near dispensers and no ammo pick up be is too cruel, I think we could replace it with
-91.67% clip size, since by the look of the weapon you only have one nail at a time to fire

+ on hit: decreases healing from all sources for a short period of time as well as overheal. Amplified if target is wet
+ much faster reload
- only one shot
- small damage penalty
= fires a projectile instead of a bullet
this is just a base you can add or remove stats if you like

Based on Shortstop stats:
Shots penetrate players
On hit: bleed for 6 seconds
+400% damage bonus
-75% clip size
-75% pellets per shot
50% longer debuff duration on wearer

Behaves similarly as the flare gun:

Critical hits bleeding targets, dealing the remaining bleed damage in a single tick.

Considering that the only other way for Scout to deal bleed damage is either through the Wrap Assassin's bauble or the Boston Basher I think this would not only work great but be balanced as well, seeing as how there's skill needed in launching the bauble and incredible risk in using the Basher overall. The damage should be somewhere around where the flare gun is, so 30 plus the DOT of bleed, but given Scout's enhanced mobility perhaps it should be lowered just a bit. Maybe 25? that way the crit would be 75 plus bleed, adding up to 115 instead of the flare crit's 90 + fire of 130. Just saying if the old Sandman + Guillotine combo was OP then this shouldn't be a repeat. Then all that's needed is some nothing downside like less ammo in your reserve and I think you'd be set.

[+] Enemies hit by this gain 20% damage vulnerability for 4 seconds

[-] Can only hold one shot at a time (wasn't sure how to translate this into a stat, but basically it functions similar to a flare gun)
[-] Fires projectiles that are affected by gravity
[-] +20% damage vulnerability while reloading

Basically, this trades your secondary weapon/utility for a weapon that can be used in tandem with your scattergun for quick kills if you're smart about it. The gravity thing is to prevent spamming from across the map because that would get really annoying really quick, and the damage vulnerability downside is just a balance thing. Let me know if anyone has any other ideas for balancing this weapon!

[-] -33% smaller clip
[-] 30% slower firing speed

I'd also add some stats, let's say

+20% damage on bleeding targets
+Ability to use medic syringes as ammo
-40% healing from mad milk
-30% reload speed

Overall, pretty good though.

+On hit on bleeding enemy: Deal increased damage per bleed tick left^
+Long range shots deal mini-crit direct damage*

-100% Slower firing speed
-25% Slower reload speed
-You only get two shots in your clip, pal
This weapon fires nails instead of bullets

^This does not "extinguish" the bleed
*Projectile needs to be in air for around 1.5 seconds

(Long range shots and nail firing wouldn't be listed in the stats)

1 shot in clip

40% faster reload

hit's apply bleed to enemies shot for 3 seconds (does not stack)

40 damage each shot (those with good aim will love this gun)

20% bleed vulnerability on user
