Why I can't download 4 version of Overhaul?

I like to have more interesting things in my game (tree animations, new fire etc.)

Versions prior to 5.0 were built for 1.3 Terraria. You can still get them in its TML's old mod browser or in the mod's GitHub releases. But I do not at all recommend you to do that, as not only was the mod much worse in technical aspects, but even its game design no longer lives up to my standards at all.
