The religious following only came in the decades leading up to the emperor's death, not before, thanks to his hyper religious son spawning worship. Maybe make the origin not require spiritualist ethos, but give a 25% or 50% boost to spiritualist ethos? That way your empire will slowly shift to spiritualist.
