@Cowardly_chaplain - Neither of those things are guaranteed to occur, the NCR has a whole path where Kimball is voted back in and Shi controls when the War In Fusan happens. There's no bug there unless you use console commands to tag over and they can't take anymore focuses. (I don't modify either of them, but if you do that and only use my mod and vanilla, I'll look into it) I played a test game just last night and had both occur.
There's a bug with the focuses that integrate the San Fran Chapter. When Lost Hills has already invited The San Fran Chapter to their faction, but San Fran didn't win the Navarro civil war, they are in faction, but have not researched Vertibirds at Dawn (shi_vertibirds).
This means that Lost Hills can take the avenge focus, and then declare war on San Fran Chapter. They leave the Western BOS faction, so you can't integrate any other faction, and San Fran take over faction ownership.
Maybe the focuses should bypass if they're in faction with Lost Hills already. Alternatively, if the Navarro territories can be handed over to San Fran Chapter via event, they can complete the Vertibird focus, and then the focus can complete without war. Or you do an additional focus just for San Fran that gives them claims on Navarro, in case Lost Hills doesn't own it.
So, this patch should still fix Lost Hills breaking its own focus tree, but won't fix whatever allowed that war to happen in the first place, since that appears to be impossible. If you do run into it again though, please take screenshots of the focus requirements being met or keep a save or something. I'd love to fix this, there's just not more I can do without that.
