A lot of these stats are minor or pointless enough that they could be ignored. The bleed, whilst appropriate given the weapons appearance, is useless compared to just shooting someone from that range since it would deal far more damage than the bleed. The damage vulnerability will also never take effect since any half decent scout knows to always keep moving. As for the Knockback vulnerability, 10% is probably so insignificant that it wouldn’t matter. Other than those 3 points, the rest are ok if a bit extreme.

P.S
This stats will allow the scout to deal more damage at close range with the enemy, forgiving misses.
But, it will make sustained combat at "medium range" difficult, reducing mobility and increasing bullet spread. A long reloading will make the gameplay less dynamic, but gives the scout time to regroup or look at the situation.
