A template for creating custom weapons is now available on Github[github.com]

Furthermore there's in-game tools now to help people wanting to create their own weapons, these can be accessed in singleplayer by turning on developer mode in the console:

Equipping any weapon will bring up a spread indicator and a number of weapon stats on the left-hand side of the screen.
