My idea (Sorry if my English is bad)
Positive effect:

+You and the patient you heal (OR you ÜberCharge) don't make a noise when taking damage

+ Patients who have the medigun effect either by being healed or by Übercharging will be marked by a syringe effect only visible to him and his team.

+When you heal with your medigun you don't make any noise and when you charge the ubercharge only you and the patient can hear it.

+60% faster charging speed from ÜberCharge

+The ÜberCharge has 5 charges

+Effect of UberCharge:

+80% more resistance to melee weapons
+ Immunity to bleeding and critical hits
+50% less damage when you and the patient are on fire (Not when receiving direct fire from the flamethrower)

+Patients that are healed while this is active gain the effect of making no noise when taking damage for 20s.

Negative effect:

-30% less overheal rate (modifiable)
-30% Oberheal build rate (changeable)

How about instead of less fire damage when you uber make it so you take 25% less damage from all other sources, your patients takes 30% less from all sources when the are not firing there Weapon so it would keep with the theme of being quiet, decrease the time of uber gain to 20% fatser, and make it have 3 charges insted of 5

I have thought about the statistics comparing it with the other supercharges of the doctor. If we give it according to how you explain it would be a superior version of the vaccinator and that is something that should be avoided. The best thing is that it stays away from the ideas of other supercharges of the doctor and make it different.
