Possible bug with Underbellies in Chaos Dwarf settlements
I've noticed that I can establish underbellies in neutral chaos dwarf settlements, but I have no option to build anything there. Is this by design? I have not yet tried it with allied or vassalised Chaos Dwarf settlements yet. I also did not take specific note of opinion score, but I believe on each occasion it was negative or very low positive.
