No Citizens Joining
i tried two times but there is no citizens joining in city, they just building houses but they all empty and that leads to bankrupt then alt+f (im not noob, must be something that causes this)

Dont know. Why. It something in your mods. Im building on it without problem. The only problem i found was on the rail, there was a node at the beginning on the viaduct that cause traffic. But the highway are fine
