Super Fast Spinning Thrusters

They move slowly into the desired position but when they're 20 or so degrees away from pointing in the right direction they hit MAX SPEED and spin as fast as they can in an endless loop.

Why?

1st you need braking force and better in the red zone 2nd some times may need to share inertia for sec or 2 to help them stop
