Well, how about

Pros
+20% damage on headshots
+50% weapon switching speed from this weapon

Cons
40% increased reload time

that reload time increase really hurts, but so do 20% more damaging headshots.

Goes well with my suggestions for the other weapons:

the melee:
Pros:
Quanterees a critical hit for every headshot kill
+50% faster weapon switching speed from this weapon

Cons:
no random crits
20% slower attack speed
20% less damage

---

the secondary

Pros:
+50% weapon switching speed from this weapon
+100% more accurate
Mini-crits on headshots (Yes, the headshot kills you get with this secondary count toward the melee's crits.)

Cons:
40% reduced damage
no random critical hits

---

together they make a skill-based, headshot focused item set.

Extra headshot damage would be a worthless stat. most headshots are instant kills.

heavys and soldiers in a pinch it could be usefull for a lack of charge time

so basically you want to kill heavies without full charge, and remove most of the point of the charge mechanic in the first place?

My stat idea to this weapon:

Pros.

+15% longer aiming visual range

Spoiler: Compared to stock and other rifles the wearer has a 15% closer zoom to the targets, other great wide or long scoped rifles can have wider and more longer aiming visual range, which helps you overview the map invironment and other foes who mate attempt to attack you while you are concentrating the charge rate against those on your scope. Trust me it counts.

Headshot damage increases equally with the percentage of all kind of damage vulnerability what the wearer has currently

Spoiler: Cozy Camper, Darwin Shield and Bushwacka are great headshot damage bonus modifiers and other future Sniper weapons which has vulnerability stats.

Cons.

-30% damage penalty Spoiler: Worse than the Hitman's Heatmaker's penalty but with extra 10%

level XX Sniper Rifle
PROS:
+40% Starting Charge Rate
Balanced: For every headshot kill, you gain a bonus 5% damage, but you lose 5% Charge Rate, up to a max of 30%(6 headshots). You lose this bonus(and penalty) if you miss, get a bodyshot or die.

CONS:
25% slower weapon switch from this weapon
-20% damage on bodyshot
+10% Damage vulnerability when this weapon is active(to counteract the bonus and not make it too OP)

this actually seems way underpowered. bodyshots become worthless you cant switch weapons in a hurry for close combat you take more damage and any bonus you get goes away if lag comp makes your shot not a headshot. The bonus should be reduced on a body shot not taken away and the switch speed penalty is unnecesary.

Headhunter: Every headshot grants 5% bonus damage and Charge Rate, up to a max of 30%. You do not get a bonus if you get a bodyshot, and the bonus is reduced by 5% if you miss. This bonus is lost if you die.(For bodtshots, the bonus doesn't go away, it just doesn't stack)

Cons:
+10% Damage vulnerability on wearer
Fires Tracer Rounds

Also Snipers with the danger sheild aren't a insta. This set seems like a roaming, quick scoping headshot set, so I doubt it will rely too much on charge. So maybe instead of the decreased re-load time, instead take away the charge and add movement speed to the user, or something.

tf2 does not need quick scoping. Quick scoping would just unbalance the game. Why use a regular sniper rifle that has a charge time when you can just quick scope and 1 shot kill?
hmm... how about...


Pros:
25% faster reload time
25% faster move speed while scoped

Cons:
-10% damage if not more than 45% charge
-25% health from heatlh packs

I made them for better snipers who can aim and to discourage Quick Scoping.
It is build for snipers wanting to be a bit faster while aiming and get better at sniper.

Reclaimed metal + Hitman's heatmaker + Classic
