Krell tech remains locked out after completing his quest

I finished Krell's quest and "Survive and onslaught" on the same turn. The quest is finished, I got the reward but, Krell's tech is still locked. Other mortarchs work fine. Am I missing something, or is that a bug?

quietly hooting has Total War: WARHAMMER II

having the same issue, I'm at turn 90ish now but still haven't unlocked Krell, I went back though mission logs and saw that I'd completed the mission that's supposed to unlock him at around turn 40, but the technology is still greyed out. Is there any way to solve this in my current campaign?
