Shady Merchant?

So I chose to not immediately start as a jedi or sith with regards to building my characters story a bit first. But for the life of me I cannot find this shady merchant that has been mentioned in other posts! I've scoured four towns so far and no sign, could anyone point me in a general direction please? :)
