military balance
i dont really feel like 15% discipline is balanced. Missouri has 15% discipline, 10% cavalry and infantry combat ability with +1 leader fire. i understand that they are landlocked and such. but 15% discipline is twice that of prussias. and when one gets full quality and offensive its just insane. like how the hell is even west virginia suppose to win a land war against them? it just seems crazy.

also some northern canadian provinces (states) have two of the same modifiers in there national ideas. ex alberta has 15% morale (land) as a tradition then there last national idea (before ambition) they get another 20%. idk if this was intentional or not but still 15% discipline could curbstomp them regardless

Texas also has a ridiculous amount of discipline extremely quickly.

I tried to not repeat the same modifiers but I found that I did on a few occations. I need to rework them as most of them are OP, they were designed and set back in 2014 right before the mod was released and haven't really been changed since them.

kinda of off topic, but have you considered refining the developnment in 1444? cause ive played 4 games and in each game the same powers dominate, due to there huge advantage in development. I dont really see why philly has 29 development at the start while DC has 17.

to me the east coasts development should be more similiar to that of central italy, western france, southern birtian. the midwest's development could be more similiar to northern HRE lands. The south's (dixie) developpment could be like russias or central eastern europe's (poland, teutontic order etc) developlment. i could continue but i feel that would be redunant
