Basetax and manpower suggestions...
Basetax and manpower for the American and Canadian provinces were set arbitarily but as consistant as I could make them, in the Mexican provinces the basetax and manpower was set using formulas that I had flushed out using population ranges. (Unfortunately I seem to have lost the paper that had the population ranges for each basetax and manpower number.)

Basically I assigned higher basetax and manpower to large populated provinces and low basetax and manpower to small populated provinces.

I'm interested in suggestions on how to redo the basetax and manpower to help balance out the game and yet not artifically reward undersized population centers.

Although California is really OP already, if the game is realistic it should have super high base tax (the highest) with lots of good production. Maybe California should just be an economical OP powerhouse

I have the basetax pretty high and its heavily localized because that's how California really is. I'm fairly content with the base tax as its assigned right now.
Is there a way I can change this myself? A file?

You can by loading the file for the provinces you want to change in any text editor. Find the files you want to change in the mod folders: histories\provinces. Its even easier using the Clausewitz Scenario Editor that can be found in the Official Paradox Interactive forums in the mod subforum.
