It also applies to human players as it makes it much less boring during the early game. Once you tech up and select your first idea group, picking either Exploration or Expansion activates for you a triggered modifier that gives a huge boost:
You receive an 100 more colonists a year for improved colonial growth. Colonial placement chance is improved by 25% making it much more likely you'll obtain a new colony. You receive a global tax bonus of 100% (meaning your income doubles) and your land and naval maintaince is reduced by 33%
Granted this bonus only lasts for so long, if your total provinces tax base is more than 24 or you have 10 provinces to your name, the triggered modifier will end. But by that point you should have established quite the island empire.
