Troops leaving due to thinking I cant pay, but I have plenty of money and high morale

Despite having plenty of money and morale of literally 99, I suffered 600 desertions this week (in game). The notification claims that it is because soldiers don't believe I can pay them, but this is not the case. Can I toggle the desertion feature?
