You are allowed to. No restrictions will be enforced.

Can I decompile this map?
You can, but it will cause to get a lot of decompile artifacts and corrupted files. You should rather download the latest VMF file
through this link[beta.print-screen.dev].
To get the required assets and materials, you should try GCFscape.

How do I decompile your map anyway?
Google is your friend.

Can I reupload this map?
Do whatever you like with the given VMF version. So long as you give credit to this addon and its original creator.
