The mod author has talked about this in the description. Basically the race is delayed with no expected release date. I'm translating some of the text here:

The author cannot code at all and only knows how to do the arts, moreover, the author's current job is super busy (as the major artist in the company, the other collegues can only draw female characters, so the author is assigned to all the male characters with unexpected huge load of work). So the development of the race mod is paused. There are some people willing to help including some Japanese and Korean coders. The author will continue update background mod occasionally, and any suggestion about race/style for the shella characters are welcome (like the moyo and ice cream race)
