i dont know what exactly causes it, as there is no visible difference between the blocks they can and cannot mine. but it happens constantly.

if i mark a whole vein of ore to be mined they'd probably leave 3-4 blocks untouched. they stay marked for mining, but they just dont touch them.
clearing the marked blocks and setting them again doesnt work either, they will just ignore those blocks from that point on.
