Route 1: Sacrifice and slaughter
Text: Nagarythe has lived too long, and Khaine hungers for the blood of the revenant. The Shadow King is close, and his time is near.
Objective: Destroy faction: Nagarythe.
Text: Our dedication must not falter, our worship must not cease. Our shrine calls to us, and new sacrifices must be made.
Objective: Control Settlement: Shrine of Khaine
That route is fairly clear - Nagarythe are right below your start position and they're hunting Malekith and all Dark Elves. Slaughter them as Hellebron and her cult would. Then, the Shrine of Khaine lies below the ruins of Nagarythe, right at the peak of Ulthuan. Capture it, and it'll be Hellebron's base of operations for route 2.
Route 2: Suffer not another queen to live
Text: There shall be one queen, and it shall be I, Blood Queen of Khaine. Slay the Everqueen.
Objective: Destroy faction: Avelorn
Text: Tyrion, The heir of aenarion, Consort of alarielle, still lives. High Elf slaves whisper to him in their mindlessness, they believe he'll one day wear the Phoenix Crown. Rip their dreams asunder.
Objective: Destroy faction: Eataine
This route is likely from the base of the Shrine of Khaine. Alarielle and Tyrion are essentially a pair and would make the greatest of sacrifices to Khaine. It'll be a tough route - Ulthuan is almost always defensive/militarily allied, and these two factions rarely if ever are taken out by the AI, so there won't be any shortcuts.
Route 3: An eternity of blood
Text: With the High Elves dealt with, there is only one foe left to slay. Morathi has spurned you too many times. She has long denied you access to the Cauldrons of Blood, and the eternal youth within them, but no more.
Objective: Destroy faction: Cult of Pleasure
Objective: Control settlement: Ancient City of Quintex
Objective: Landmark: Sanctum of Quintex
This route is Hellebron's ultimate goal - eternal youth from the cauldrons. It's also well positioned to follow on from route 2 - it's directly west of Ulthuan, and the High Elves are Morathi's main threat while you're dealing with routes 1/2, so you essentially replace that threat.
As for rewards... No idea - I'd leave that to the developers. I'd think the rewards would continue to align to sisters of slaughter, witch elves, anti-infantry, anti-elf. Maybe diplomatic bonuses with Malekith as partial reward for route 1, since the Shadow King hunts him.

I was thinking for the campaign objectives you could have him taking out the biggest threats to the Empire, so Festus, Vladdy, Drycha, and Durthu.

Route III - Welcome to Estalia, Gentlemen
- "Our long-term objectives are… to see installed a self-governing state which will be friendly to us…": military alliance or Vassalization: Estalia
- "11-for-1": Defeat the following faction: Clan Skryre
- "Artillery Doctrine" Maintain 5 units of 'Helstorm Rocket Battery' in Gelt's Army at level 9.
- "Some of you may die" Suffer a total of 58,220 battle casualties (factionwide)
Reward: "The smell of Gunpowder in the Morning" Flaming Attacks (all Ranged, Gelt's Army)

In particular, I love how most of the Route Sets are organized to provide a flowing 'campaign' if played one after the other. In this case, my "Welcome to Estalia, Gentlemen" Route could become your short and long victory, providing a direction to go outside the empire after uniting 'saving' it from it's internal threats in "taste gold magic", and with a focus against one of Gelt's Natural enemies, Ikit, who you probably want to fight anyway. So head over, pacify the east, root out the rats, and then with your new dawi auxiliaries and flaming attacks from this Route reward, you're ready to go all Ride of the Valkyries on the wood elves to level Gelt and farm elves to complete the I AM SUPREME long Victory.
Getting revenge for the kidnapping and attempted Murder would be pretty high on old Kosty's to-do list, so how about a Route II focussed on hunting down Be'lakor and Daniel's faction?
After Uniting and defeating the Norscans and nearby threats in R1, the Shadow Legion and Demons of Chaos are both relatively nearby and a natural next step, both geographically and thematically. Going from fighting Chaos minions in Route 1 to fighting chaos itself in Route 2.
Then have a reward boosting growth and Winds of magic in Kislev to represent Ursun returning to the land and revitalising and boosting it, 'Ursun's Embrace'. Maybe a Unique Ice Bear ROR called 'The Avatar of Ursun,' with a bound spell or some AoE buffs for Kislev. Or maybe just AoE damage and Slow to represent the land itself fighting against Ursun's enemies.
With Ursun returned and safe in Kislev and his biggest threats slain, it's time to go show those other empires what a real god looks like in R3.
