Castle Guards attack Quest Raiders

I had Destroy Raiders main quest from Arzagos. He wanted me to hunt 3 forest bandits parties. Couldn't find the 3rd party. I am wondering if my castle guards got the 3rd one. I also dont know if the bandits keep spawning for me to hunt them in order for me to complete my quest.
