The idea is that it can be an emergency self-defense tool to get out of a confrontation quickly and safely without having to rely on random crits like with most other medic melee weapons. The -1% uber while active makes sure one doesn't keep it out for too long and discourages holding it for the self healing bonus when not needed.
Ha, just kidding! Of course I will suggest some wacky stats for an equally wacky weapon.
Pros:
- Whilst the weapon is deployed, the user will gain a speed boost and gain 75% damage resistance for 1.5 seconds when any damage is taken from an enemy. (Melee consumed upon activation, recharging takes 12 seconds, and the model of this item with an ubercharge texture is left behind.)
Cons:
-70% slower deploy speed.
-User receives 25% less health from all sources.
A sort of escape tool that functions like the Dead Ringer, but on a class who would actually benefit from not dying to a soldier who really just shouldn't be outside of the spawn doors. This could actually benefit competitive medics a whole lot and give them a new item to play with for a while instead of the Ubersaw.

On kill: All nearby teamates gain a 100% Mini-Crit chance for 5 seconds
Cons
20% damage penalty
-1 health drained per second on wearer
+/-When patient dies: Be locked to melee but receive 75% of your uber type duration with a speed boost
-Loose 20% uber when triggered
-Uber must be at least 50% in order to trigger
Free get away or fight tool but it can be detrimental if not used right. Completely changes how you play medic as well, basically medic knight subclass.
